Yes, this is all about domestic factionalism, which is a normal phenomenon in our establishment even in normal times, which these are not.  Professionals seldom leak.  Political appointees frequently do.  So a major reset, if that's what Trump is pursuing (as it appears he is), requires the smallest possible number of American participants and highly restricted record-keeping -- in this case no participants and no records at all.  N.B. The Russian side is not burdened by these concerns and is staffed by experienced people with intimate knowledge of the subject matter and its history.  In these exchanges, that gives the Russians the advantage.

Amateurish?  How so?  More probably an experience-based decision to prevent resistance-style, unauthorized leaking to fellow resistance actors.  I assume not all who deem themselves justified to leak unwanted US Russia accords have been cleared out of State and the NSC.  Perhaps some professionalism on the part of the US bureaucracy would obviate this "amateurism."
